The Danish Peace and Stabilisation Fund – Integrated and Long-Term Stabilisation Efforts

The Peace and Stabilisation Fund is an interministerial fund that contributes to international peace and security through integrated efforts in fragile and conflict-affected contexts. The fund supports a broad spectrum of peace and stabilisation initiatives, as well as capacity-building projects at the intersection of security and development. The fund supports both comprehensive regional programs and individual efforts in response to suddenly emerging needs for stabilisation.

The fund was established as part of the defence agreement for 2010-2014. In addition to the Ministry of Defence, the Ministry of Foreign Affairs also contributes financially to the fund. Both ministries, together with other Danish authorities, contribute to the implementation of the activities.

The Peace and Stabilisation Fund has more than 600 million DKK available in 2025 and consists of both development assistance and non-development assistance. The implementation of efforts under the Peace and Stabilisation Fund is often planned in multi-year programs and is administered by an interministerial integrated structure consisting of officials from the Ministry of Defence, the Ministry of Foreign Affairs, and the Ministry of Justice. This structure creates the best conditions for synergy and coherence in Danish civilian and military efforts.

Under the Peace and Stabilisation Fund, major regional programs are carried out in, among others, Ukraine, Moldova, Iraq-Syria, the Horn of Africa, the Gulf of Guinea, and West Africa. In addition, a number of smaller initiatives are carried out.

 

An inter-ministerial structure

The integrated structure brings together representatives from the Ministry of Foreign Affairs, the Ministry of Defence, and the Ministry of Justice in an interministerial steering group. The steering group meets approximately five times a year.

The steering group is serviced by an interministerial secretariat, where officials from the Ministry of Foreign Affairs and the Ministry of Defence work on joint proposals for the steering group. This ensures that efforts are integrated from the early stages of planning. The integrated structure forms the institutional and strategic framework for Denmark's stabilisation efforts, but integration also takes place at other levels and directly between different actors.

 

The Defence’s Contribution to Capacity Building

The Defence contributes to creating long-term stability around the world through, among other things, military capacity building – that is, helping build the recipient countries’ ability to manage their own security. This can, for example, be done by deploying Danish military advisers or through the support of Danish units providing training and education to the armed forces of the recipient countries.

The Defence carries out efforts in, among others, Ukraine, Moldova, Syria-Iraq, the Horn of Africa, West Africa, the Gulf of Guinea, and Pakistan to help build the countries’ own capacities to contribute to stability and security.
